Create the outlines with the non soluble out-liner then add colour.
By adding a small amount of water to the dry pencil drawing create strong clear ink-like colour washes.

Once the pigment is dry it is permanent so can be embellished over the top of it
to help you achieve the vibrant ink like colours there is also a brush included.
